The provisions of Chapters I-X, except for the provisions regarding the register at foreign representations and voting at foreign representations, shall be applied with regard to the election of the representatives and mayors of local governments, and the members of local minority municipalities (hereinafter referred to as "the local elections") with the deviations set forth under this Chapter.
