56. Provisions of the Ohrid Framework Agreement related to language have been incorporated into the Macedonian Constitution, law and other legal instruments. Discussion of this issue has tended to focus on the requirement that the language of a recognised minority shall be a second official language in any municipality in which 20% or more of the population speaks the second language. The Ohrid Framework Agreement also, however, addressed other linguistic issues, such as the right of individuals to have personal documents in their own language, and to communicate with the authorities in that language.
