Not less than one-tenth of the electors shall have the right to submit to the President of State a fully elaborated draft for the amendment of the Constitution or the draft law, which shall be submitted to the Saeima by the President. If the Saeima does not adopt this draft law without substantial amendments, it shall be submitted to a referendum.
