If a tie occurs because the quotients are identical in the distribution according to Articles 10.4, 10.5, and 10.6 of this Law, the mandate shall be allocatedon the basis of the drawing of a lot. 

Mandates won by a list shall be distributed amongst candidates on the list in the manner set forth in Article 9.8 paragraph (2) of this Law.  

If a political party or coalition does not have enough candidates on the list to fill seats allocated to it, the mandate shall be transferred to the political party or coalition’s list in another constituency according to the procedure set forth in Article 9.7 of this Law.
