Certain aspects of organising a local recall referendum are not clearly regulated. It can be concluded that the question of termination of the mandate of local executives will no longer be subject to citizen's initiative. This is a welcome development, particularly given concerns raised by the Congress of Local and Regional Authorities in its 2019 report.
