The exception to the requirement of one-year stability, in case referendum law “is written in the Constitution or at a level superior to ordinary law”, still appears in the revised text (point II.3.b). This is a way to ensure consensus with the opposition where the majority is not in a position to change such texts on its own, and not to give a blank check to a government which would be in a position to change at any time such superior rules without compromise with the opposition.
