(1) The ballot papers shall be distributed to the electoral constituencies through the prefects’ efforts. Ballot papers are received by the mayor, together with the president of the constituency electoral bureau, based on a report, and kept in special rooms, locked and sealed. Ballot papers shall be handed over to the presidents of the electoral bureaus of the polling stations, based on a report, no later than the day preceding the elections.
(2) Ballot papers shall be distributed and handed over in sealed packs.
