Since the present opinion is a follow-up to the previous urgent opinion, it will mainly focus on the recommendations made in the latter and examine to what extent they have been followed. It does not constitute a full and comprehensive review of the entire legal and institutional framework governing referendums in Serbia. It should not be inferred from this that the Venice Commission is of the opinion that the provisions not expressly dealt with here are unproblematic. Provisions in other pieces of legislation going against the present new law should be explicitly amended to ensure legal certainty.
