In their 2012 opinion, the Venice Commission and ODIHR had recommended to make the choice between registering to vote for normal seats or the minority seats possible in reasonably short timeframe before election or, preferably, to give to the voters from national minorities the possibility of choice on election day between nationality lists and party lists. They reiterate this recommendation.
