The draft law requires no concrete number of signatures for the people’s initiative. According to Article 107 of the Constitution, at the national level, they are 30.000 voters. The question arises whether lower tiers of government are competent to determine the minimum number of signatures. The Venice Commission recommends including in the law the numbers of signatures at every level (national, provincial and local), or at least defining a maximum and minimum number of signatures to be required at each level of government, on the basis of the number of registered voters.
