Article 7.2 (signature authentication) mentions that the amount of the fee for the authentication of signatures is determined by a special act of the Ministry of Justice. Requiring such fee may have a chilling effect, thus preventing the collection of signatures. If a fee had to be perceived, it should at any rate be very low, its maximum amount should be mentioned in the law, and its debtor should be defined (the committee responsible for collecting the signatures?). The Venice Commission recommends not requiring a fee, or a very low one; in the latter case, the provision should mention the maximum fee and its debtor(s).
