The draft law would benefit from norms regulating a situation where multiple proceedings for the collection of signatures are carried out simultaneously with contradictory proposals. If two or more such proposals are successful, does the parliament have to organise different referendums, may the parliament unite such proposals or decide on them in the order it prefers? Article 41 does not allow consecutive referendums on the same subject, but it remains unclear whether there could be a simultaneous referendum on several related items. The Venice Commission recommends addressing these issues.
