The regulations governing purely consultative referendums can be more flexible, since no legal rules are adopted by popular vote, thereby excluding any breach of higher-ranking legislation. However, the principle is that consultation must remain within the remit of the local or regional authority in question, as stated in the reply from Belgium. In Lithuania, where municipalities conduct surveys instead, the latter must relate to areas within the municipality’s remit.
