However, a number of states exclude certain areas from the scope of referendums, however. Firstly, these may relate to matters for the exclusive jurisdiction of elected bodies (Armenia). In that country, referendums relating to areas delegated by the national authorities, or affecting fundamental rights, are also excluded. In Russia too, referendums cannot lead to restrictions on fundamental rights.
