In Belgium and in Portugal, the percentage is calculated according to the population, at both provincial and local levels. As stated above, Albania has an upper limit of 20 000 on the number of signatures. In Hungary, each local or regional authority decides on the necessary percentage of voters, within a range of 10 to 25 %.
