Any provision for local or regional referendums is usually made in central government texts. However, there are fewer constitutional references to such referendums than to national referendums. Provision is made for them, for instance, in the basic law of Albania, Belgium, Bulgaria, France, Hungary, Italy, Luxembourg, Poland, Portugal, Russia and Switzerland. In the Czech Republic, the Charter of Fundamental Rights and Freedoms, which ranks as constitutional law, makes indirect provision for local referendums. In Spain, provision is made in the constitution for referendums on the Statutes of Autonomy and amendments to them, and there is a law providing for municipal referendums.
