Lastly, there may be provisions to restrict the capacity to lodge an appeal solely to certain authorities.  In Armenia, this is the President of the Republic or a third of the members of parliament; in Georgia, the President of the Republic, a fifth of the members of parliament or the ombudsman; in Lithuania, a fifth of the members of parliament, the government or the courts (to which of course the matter may be referred by individual citizens).
