In France, this capacity is granted to the central government representative in each department or equivalent authority, but not to the electorate except in very special cases. In Portugal, in an a priori scrutiny, the standing to lodge appeals belongs (compulsorily) to the President of the Republic; in an a posteriori scrutiny, it includes every voter (for his or her polling station), but in particular political parties and groupings that took part in the referendum campaign.
