Many countries provide for judicial review of decisions on whether or not to submit a matter to referendum. Often this relates to whether the questions put to a referendum are in conformity with the constitution: Albania, Armenia, Bulgaria, Cyprus, Estonia, Georgia, Hungary, Italy, Malta, the Netherlands, Poland, Russia, “the former Yugoslav Republic of Macedonia”. In Lithuania, review relates to conformity with legislation in general; in Portugal, to the constitutionality of questions submitted to referendum and the legality of submitting a matter to referendum.
