In order to ensure that Parliament does not bypass the popular vote, Croatian law provides that it may not take a decision contrary to the outcome of a referendum until one year has passed. Moreover, another referendum on the same issue may not be organised for six months. These rules do not apply in the case of a popular initiative and a referendum concerning an association with other states.
