A number of states do not have any rules on the form of texts submitted to referendum (Azerbaijan, Belgium, Cyprus, Finland, Latvia, Luxembourg, Norway, Poland, Russia, “the former Yugoslav Republic of Macedonia”). Moreover, some of these states (Belgium, Finland, Luxembourg, Norway) do not have general rules on referendums or stipulate that the Council of Ministers (cabinet) should determine the form of the text submitted to referendum (Cyprus). In Bulgaria, it must simply be possible to reply yes or no to the question asked.
