Quite a number of states provide for legislative referendums. In most cases, this is an extraordinary referendum held on the initiative of the President (Azerbaijan, France), Parliament (Albania, Austria, Azerbaijan, Lithuania, Luxembourg), a number of members of Parliament (Denmark, Greece) or on the basis of an agreement between the President and Parliament(Armenia, Ireland – where the agreement of a majority of the Senate and one-third of the Dáil is required). In Portugal, the President decides on the basis of a proposal by Parliament or Government.
