On these legal grounds, the Romanian system ensures representation of legally constituted organisations of citizens belonging to a national minority. If organisations of a national minority do not obtain a seat in either house through ordinary electoral procedures, but receive at least 5% of the average number of votes validly cast over the entire country for the election of a member of the Chamber of Deputies, one organisation of this minority is entitled to a seat in this house.
