In practice, minorities are not so important at national level that this exemption from the threshold regulation helped them to obtain seats at federal level. This is different for the election of the parliaments of Länder where minorities are also exempted from the 5% threshold (Schleswig-Holstein, Danish minority; Brandenburg, Sorbian minority).
