The votes of electors who gave their first preference to an elected candidate are taken into consideration several times. This has the effect of enabling the majority party to obtain almost all the seats. Thus in 1925 the Labour Party obtained 45% of the votes cast in the election for the Australian Senate yet obtained no seats.
