The Draft law requires the CEC to distribute the text to the district and precinct commissions to remain available ahead of polling day for voters’ review. Thus, contrary to the Code of Good Practice on Referendums, the text to be put to the referendum is not required to be published in the official gazette, nor to be sent directly to the voters far in advance of the vote (this is at least two weeks), nor are voters officially informed of the impact of the vote (binding or consultative nature, whether a positive result leads to the adoption or repeal of a measure or if it is just one stage in a larger process, etc). For voters to make an informed choice, it is recommended to publish in the official gazette the text to be put to the referendum and the potential legislative consequences.
