The last one, the popular initiative, is optional (subject to the requisites of Article 72 of the Constitution) and also binding under the same conditions (Article 116.6 of the Draft law). A question not supported by voters in a referendum on abrogating a law or parts of law may only be put to another popular initiative not earlier than in a year after the former referendum (Article 120.2 of the Draft law).
