A Government proposal to amend the Local Election Law prior to the 2005 local elections, to require that citizens registered as residing in a particular locality must also actually reside there in order to vote, was withdrawn prior to adoption of a package of amendments to this law. (During the elections, a few thousand ethnic Serb voters were transported by bus to the localities of their registered residence in Croatia, so that they could cast ballots there).[29]
