For the Congress of Local and Regional Authorities, in the resolution on the suspension of the Mayor of Chișinău, “local democracy” is a constituent part of the European democracy: “This implies that local elected representatives must be able to exercise their functions freely, in fact and in law, in the same way that elected representatives at the national level must be able to exercise theirs in any democratic state”. “In electing a mayor by direct universal suffrage, voters are delegating their power of action to the mayor and more generally giving him or her a mandate to represent the community as a whole.”
