The Commission has examined the comparative material, the numerous arguments in favour and against term limits for members of parliament, as well as the results of empirical research. It considers that, in principle, term limits for MPs are not arbitrary or disproportionate interferences with the free participation of the people in public and political life. Neither are they, per se, arbitrary or disproportionate limitations of the right to be elected.
