Special considerations apply to executive positions as opposed to the legislative or representative ones. Regional presidents or governors can be either directly elected by citizens, or indirectly elected by the sub-national councils (executive-appointed governors do not fall within the scope of this analysis). The same applies to mayors, who may be either directly elected by citizens or indirectly elected by municipal councils.
