Introducing the right to citizen’s legal initiative through submitting legal drafts or submitting a detailed request to draft a legal act is welcomed. However, the wording of Article 5.1.b should not be understood as a right to petition as envisaged by Article 48 of the Constitution. As provided by the latter the right of petition is open to every individual, by himself or together with others, and should therefore not be the object of a detailed and cumbersome procedure.
