The right to citizen’s legal initiative is one of the ways to ensure the effectiveness of the law-making process and enhancing democracy in general. One of the main international instruments recognising the value of public participation in general is the Universal Declaration of Human Rights (UNDHR), which states that “Everyone has the right to take part in the government of his country, directly or through freely chosen representatives” (article 21).  The International Covenant on Civil and Political Rights (ICCPR) in its Article 25 also emphasises the right of every citizen to “take part in the conduct of public affairs, directly or through freely chosen representatives.” In addition, as also set out in General Comment 25 of the UN Human Rights Committee, the modalities of citizens’ participation, which include public debate and dialogue, should be established by the constitution and other laws of the state concerned.
