Article 118
 

§ 1. The law governs the elections referred to in Article 116, § 2, as well as the composition and functioning of the Community and Regional Parliaments. Except for the Parliament of the German-speaking Community, this law shall be adopted by the majority provided for in Article 4, last paragraph.


§ 2. A law, adopted by the majority provided for in the last paragraph of Article 4, designates the matters relating to the election, composition and functioning of the Parliament of the Brussels-Capital Region, the Parliament of the French Community, the Parliament of the Walloon Region and the Parliament of the Flemish Community, which are regulated by these Parliaments, each in so far as it is concerned, by decree or by a rule referred to in Article 134, as the case may be. This decree and this rule referred to in Article 134 shall be adopted by a two-thirds majority of the votes cast, provided that the majority of the members of the Parliament concerned are present.


The law referred to in paragraph 1 provides for additional majority requirements as regards the Parliament of the Brussels-Capital Region.


A law designates those matters relating to the election, composition and functioning of the Parliament of the German-speaking Community which are regulated by this Parliament by decree. This decree shall be adopted by a two-thirds majority of the votes cast, provided that the majority of the members of Parliament are present.


The law referred to in paragraph 1 or paragraph 3, as the case may be, may confer upon the Community and Regional Parliaments the power to regulate the term of their legislature and the date of the election of their Parliament, each in so far as it is concerned, by decree or by a rule referred to in section 134, as the case may be. This decree and this rule referred to in Article 134 shall be adopted by the majorities provided for in paragraphs 1 to 3.


Transitional provision


A law, adopted by the majority provided for in the last paragraph of Article 4, determines, after the elections for the European Parliament of 2014, the date of entry into force of paragraph 2 (4). This date corresponds to the date entry into force of Article 46 (6) and Article 65 (3).
