Pursuant to the new Article 64 par 3, the President may, “based on the proposal of the disciplinary commission with the Council of Judges, or the Council of Judges”, submit to the Jogorku Kenesh the names of judges who shall be dismissed. Local judges may be dismissed by the President directly, also based on proposals of the disciplinary commission or the Council (Article 64 par 3 (4)).
