The question addressed to the Venice Commission in this amicus curiae brief was: “Is the mode of election of delegates to the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina, having regard to the specificities of the constitutional situation and the decision of the Constitutional Court on constituent peoples, compatible with the principle underlying Europe’s electoral heritage?”
