While the above-mentioned international conventions as well as the UDHR neither refer to first nor to second chambers, the Venice Commission’s Code of good practice in electoral matters, in point I.2.2 entitled “Equal voting power” states that “seats must be evenly distributed between the constituencies i) this must at least apply to elections to lower houses of parliament and regional and local elections,” thus excluding, in principle, second chambers.
