The candidates representing national minorities may be listed in part two of the national list, where their ethnicity is indicated. Article 95.9 states that the d’Hondt method will be used for the distribution of the four additional seats. According to Article 95.9 the mandate is passed on to the next party if the party does not have a minority candidate; according to Article 100.2, if a party has been awarded a minority seat and the party does not have a candidate from a minority which has not been filled yet, the seat remains vacant. This apparent contradiction seems to be a translation issue.
