Amended Article 161 is silent about the consequences of a refusal (as opposed to a delay) by the TGNA to adopt the budget proposed by the President. This means that the President would in any event eventually dipose of the re-evaluated budget of the previous year. This deprives the TGNA of an important check on the President. According to the authorities, if the TGNA does not approve the budget, it can dissolve itself and cause new presidential elections. This “nuclear option” however, does not seem to be a realistic tool of negotiation in the hands of the parliament.
