Members of the European Parliament shall be elected by:

(a) persons who are Dutch nationals on nomination day, have attained the age of eighteen years on polling day and have not been disqualified from voting;

(b) nationals of other member states of the European Union, provided:

1^o on nomination day their actual place of residence is in the European part of the Netherlands,

2^o they have attained the age of eighteen years on polling day, and

3^o they have not been disqualified from voting in the Netherlands or in the member state of which they are nationals.
