However, these justifications have apparently not been formulated at the time of the adoption of the provision. In contrast, there was virtually no debate on the requirement to dissolve parliament in 1831; the materials of Constitution-making of 1831 contain no commentary whatsoever on this specific element.8 The feature was hence not reflected at the time of its inception, but has been rationalised only afterwards.9 |
