Article 201. Adopting and Amending the Constitution
The Draft proposes introducing a popular initiative for constitutional amendments, both for those requiring a referendum and those lying in the power of the National Assembly. The number of signatures needed is relatively high – 200 000 resp. 150 000 – and even in the case of a referendum a qualified majority in the National Assembly supporting the initiative is necessary. This reduces the risk of political instability which frequent popular initiatives might otherwise engender. |
