D. Abolition of the quorum and number of signatures to be collected


It would be recommendable to align the text of the Bill to that of Article 47 of the Special Statute (2% of the electorate), and to leave it to a subordinate administrative Act to periodically translate that into a minimum number of signatures. A lower number of signatures for ordinary legislation than for statutory legislation could however be envisaged.
