Article 1 (subject matters) refers to the various types of institutions dealt with by the Bill, which will not be detailed here. In particular, it mentions the popular initiative (“referendum propositivo”) and the citizens’ (initiative) bill (“iniziativa popolare”). If this does not clearly result from another piece of legislation, it would be necessary to define “residence” more precisely (as lawful habitual residence).
