Parties need to be registered in order to propose candidate lists. The Law on Parties and Socio-Political Organisation requires that parties submit to the Ministry of Justice annual membership lists with signatures of at least 5,000 members. In at least half of the 32 rayons, lists need to include at least 600 members.
