Issues that are not to be subjected to local referendum
To local referendum there may not be subjected the following issues:
regarding taxes and budget;
regarding extraordinary or emergency measures necessary to ensure the public order, health and security of the population;
regarding the election, appointing, dismissal and revocation of persons to/from certain positions, which lie with the competence of the Parliament, President and the Government of the Republic of Moldova;
which fall under the competence of the courts or prosecution authorities;
regarding the modification of the administrative-territorial subordination of the localities, save the cases provided by the Law on the special legal status of Gagauzia (Gagauz-Yeri).
