According to Article 109 of the Constitution, the local councils and mayors are elected every three years. This short term – much shorter than in most European countries where it is four to six years – could be considered, since new mayors and local councillors sometimes need to get acquainted with the work and they do not always have enough time to implement efficiently their projects before it is time to start campaigning again.
